Agree with @ Tiffani.In addition, if it is a virtual simulation, then the software subscription to create a simulation could be a barrier. Having said that, people create it on free tools such as Google Slides as well. However, it depends on what you would like to achieve and whether free tools provide you with all the features that you need.
